அனைவருக்கும் எதிரான வாக்கு என்று பொருள். இந்திய அரசியல் அமைப்புச் சட்டத்தில் மக்கள் அனைவருக்குமான உரிமையே இந்த நோட்டா பட்டன் என்பதாகும். எந்த ஒரு வேட்பாளருக்கும் வாக்களிக்க விரும்பாத எந்த ஒரு இந்தியரும் இந்தப் பட்டனை அழுத்துவதின் மூலம் அந்தத் தொகுதியில் நிற்கும் வேட்பாளரை தான் வெறுக்கிறேன் என்று அர்த்தம் கொள்ளப்படும்.
இச்சட்டம் உச்ச நீதிமன்றம் செப்டம்பர் 27 ஆம் தேதி அளித்த தீர்ப்பின்படி, இப்பொத்தான் வாக்கு எந்திரத்தில் பொருத்தப்பட்டுள்ளதாக தேர்தல் அலுவலகம் தெரிவித்துள்ளது. வாக்குப் பதிவு இயந்திரத்தில் இந்தப் பொத்தானானது ஆகக் கடைசியில் கீழே அமைந்திருக்கும்.
நவம்பர் 11 முதல் டிசம்பர் 4 வரை நடைபெற்ற டெல்லி, சத்தீஸ்கர், மத்திய பிரதேசம், ராஜஸ்தான், மிசோரம் உள்பட 5 மாநிலங்களுக்கான சட்டப்பேரவைத் தேர்தலில் இந்தியாவிலேயே முதன் முறையாக இம்முறை பயன்படுத்தப்பட்டது.தமிழகத்தில் முதன்முறையாக ஏற்காடு இடைத்தேர்தலில் அறிமுகப்படுத்தப்பட்டது.
நோட்டா பொத்தான் இளஞ்சிவப்பு நிறத்தில் வேட்பாளர் பட்டியலில் கடைசி இடத்தில் இடம்பெற்றிருக்கும்.

நோட்டா வெறும் கணக்குக் கொள்வதற்கு மட்டுமே பயன்படும். அதிகளவில் நோட்டா பதிவானாலும் அதற்கு அடுத்து எந்த வேட்பாளர் அதிக ஓட்டுகள் பெற்றுள்ளாரோ அவர் தான் வெற்றியாளர் என அறிவிக்கப்படும்.
நோட்டா வாக்காளர்களின் கருத்தையும், வேட்பாளர்களின் மதிப்பையும் அறிந்துக் கொள்ளவே பயன்படும். இதை வைத்து கட்சிகள் வேட்பாளரின் தரத்தை அறிந்துக் கொள்ளலாம்.
நோட்டா உள்ள மற்ற நாடுகள்
கொலம்பியா, உக்ரைன், பிரேசில், பங்களாதேஷ், பின்லாந்த், ஸ்பெயின், ஸ்வீடன், பிரான்ஸ், பெல்ஜியம் மற்றும் கிரீஸ் போன்ற நாடுகளில் நோட்டா வாக்களிக்க வாய்ப்பளிக்கப்படுகிறது.

What is NOTA?
The Supreme Court, in September last year, upheld the right of voters to reject all candidates contesting the elections, saying it would go a long way in cleansing the political system of the country. The apex court directed the Election Commission to have an option of ‘None Of The Above’ (NOTA) on the electronic voting machines (EVMs) and ballot papers in a major electoral reform.
The EVMs have the NOTA option at the end of the candidates’ list. Earlier, in order to cast a negative ballot, a voter had to inform the presiding officer at the polling booth. A NOTA vote doesn’t require the involvement of the presiding officer.

The NOTA option was first used in the assembly elections held in five states last year. More than 15 lakh people exercised the option in the states polls. The figure, however, was lower than 1.5% of the total voters. Around 50,000 voters opted for NOTA in Delhi; 3.56 lakh in Chhattisgarh; 5.9 lakh in Madhya Pradesh and 5.67 lakh in Rajasthan.
The NOTA option on EVMs has no electoral value. Even if the maximum number of votes cast is for NOTA, the candidate getting the most of the remaining votes would be declared winner.
Negative voting will lead to a systemic change in polls and political parties will be forced to project clean candidates. If the right to vote is a statutory right, then the right to reject a candidate is a fundamental right of speech and expression under the Constitution.
Colombia, Ukraine, Brazil, Bangladesh, Finland, Spain, Sweden, Chile, France, Belgium and Greece allow their voters to cast NOTA votes. The US also allows it in a few cases. The state of Texas in the US permits the provision since 1975. The option, however, has faced opposition there.
